PGMI pays a stipend to FCPS residents in KP, but the Induction Policy Manual (IPM) 2027 attaches strict conditions to it. The main idea is simple: stipend is for training that you complete. If you leave, switch or break the rules, you may have to pay it back.
When you must refund stipend
- Training left incomplete: “complete” means passing the exit exam. If you leave training incomplete, you must refund all stipend and other financial benefits received during that training.
- Exit exam not passed: trainees who already availed a stipendiary PGMI program must pass the CPSP or KMU final exit exam, or an amount equal to the stipend received is recovered.
- Training not recognized: stipend is paid only for training recognized by the degree / diploma awarding institute. Any part not recognized is not paid, and if already paid, must be returned.
- Change of specialty: if you switch specialty during training, you refund the stipend received in the previous specialty. This also applies to a change of track through the CPSP exchange program.
- Cancelling MCPS to join FCPS: all stipend and benefits received during that training are returned.
Extension of training
Training is not extended beyond the normal period set by CPSP, except to complete deficiencies or penalties, and that extra period is unpaid.
No job and no private practice
- PGMI training is full-time and residential.
- You cannot do any government or private job or private practice, or have any working relationship with another institute, organization or person.
- If you are found working on a regular or contract basis in a government institution, autonomous health institution, private clinic or any provincial or federal hospital and drawing salary, your training is terminated immediately and you must refund the stipend. The case is reported to CPSP.
- Double pay: if you receive any pay or financial benefit in addition to the PGMI stipend, you must refund both the stipend and the other pay. That period is without stipend, and disciplinary action can cancel that period or the full training.
Resignation
- Give the resignation application one month before the effective date. Otherwise one month’s stipend is forfeited in lieu of notice.
- You must train for at least two years (including subspecialty). If you leave earlier, you refund the stipend received.
- Do not leave your place of duty before clearance from the department and the notification of resignation. If you leave before the notification, the resignation process stops, you are treated as absent, and disciplinary action may terminate you or cancel the training already done.
- A notified resignation is final and cannot be withdrawn.
- The exit order (NOC to cancel the RTMC) is issued only after you refund the stipend received.
- The experience certificate is issued by the supervisor and countersigned by the CEO PGMI after the refund.
- A resigned resident can be re-inducted if otherwise allowed by the induction policy.
Fake documents and termination
- Concealing information, fake documents or wrong entries lead to rejection of the application. If found after induction: termination, reporting to CPSP and PMDC, debarment from future PGMI inductions and refund of stipend.
- A terminated trainee is banned for two successive inductions, and banned for life if the same lapse is repeated after the second induction opportunity.
- Misconduct or violence leads to debarring, blacklisting and legal action.
- Residents must follow the rules of the institution where they are inducted, including biometric attendance where it applies.
Other training rules
- Attend the orientation session at the start of training if the institution arranges one.
- The course completion certificate is given only after you complete the mandatory CPSP workshops.
- Rules of service do not apply to postgraduate residents unless approved or adopted by the Executive Council.
