PGMI KP Induction Policy Manual (IPM) January 2027: All FCPS-II Induction Rules

Every doctor or dentist who wants FCPS-II training through the Postgraduate Medical Institute (PGMI) Peshawar in Khyber Pakhtunkhwa is bound by one rulebook: the Induction Policy Manual (IPM) for Postgraduate Residency Level-III Programs (FCPS). The current IPM was approved by the 59th Executive Council of PGMI and applies from the January 2027 induction onwards. It replaces all earlier PGMI induction policies.

It covers both the induction (who can apply and how merit is made) and the rules during training (stipend, leave, rotation, resignation and termination).

The two committees

  • Central Induction Committee (CIC): convened by the Chief Executive Officer of PGMI, with the Deputy CEO as co-convener and the Associate Deans of the MTIs and teaching hospitals as members. It frames the rules of postgraduate residency in KP teaching hospitals and is the only body that can induct candidates into Level-III programs.
  • Induction Appellate and Grievances Committee: convened by the Associate Dean of MTI Lady Reading Hospital. It hears complaints of applicants about the admission process in the light of the IPM, and meets during the admission process as required.

How induction works

  • Induction is held twice a year, in January and July, against the available stipendiary positions.
  • It is computerized, transparent and merit-cum-availability based. Seats of each specialty are calculated and published on the PGMI website during induction.
  • Keep checking the PGMI website, Facebook page, WhatsApp channel and the PGMI MIS dashboard. SMS and email are only extra; missing a deadline because an SMS did not arrive is the applicant’s own responsibility.
  • If induction is done telephonically, the answer from your registered mobile number (or the guardian number if yours does not respond) is taken as your final choice. If your phone is off or not answering, you get no slot.
  • If an interview is held, you can be represented by a person with a signed authority letter. If the interview carries marks, you must appear in person.
  • The admission processing fee is Rs 6,000 (non-refundable), paid online through JazzCash.

Other important rules

  • PGMI will offer induction to an applicant a maximum of two times. You cannot apply a third time.
  • No waiting list is maintained.
  • Selected candidates must read and sign a training agreement and surety bond with PGMI on arrival.
  • Government servants must bring an approved EOL from the Health Department KP with the arrival report.
  • Upload clear scanned copies of original documents. CNIC and PMDC certificate must be valid, and the transcript / DMC must be issued or verified by the university.
  • Concealing information, fake documents or wrong entries lead to rejection, and if found later, to termination, reporting to CPSP and PMDC, debarment and refund of stipend.
  • Rules of PMDC, PGMI and CPSP for postgraduate training apply. Instructions and notifications issued later for FCPS training become part of the IPM, and Executive Council amendments can apply to previous sessions too.
