New CPSP Notification on Article Publication for FCPS Trainees: What You Need to Know

The College of Physicians and Surgeons Pakistan (CPSP) has recently issued an updated policy regarding the publication requirements for FCPS Part 2 candidates. According to the latest notification (Ref # CPSP/Sec/2025/447, dated 22nd July 2025), a synopsis-based published article is now a mandatory requirement for appearing in the FCPS Part 2 theory examination. The article must be published in HEC-recognized W or X category journals. While Y category journals were previously considered acceptable, they will now only be accepted if they are also listed with the Pakistan Medical and Dental Council (PMDC).

This is a partial modification of earlier notifications—specifically CPSP/Sec/2022/250 (dated 2nd June 2022) and F-1/Exam-24/CPS/3008-A (dated 30th August 2024)—and appears to revise earlier relaxations or ambiguities regarding acceptable journal categories.

Earlier this year, in January and February 2025, many trainees whose synopses had been approved received letters under Ref # CPSP/Sec/2024/672 (dated 18th December 2024), which stated that the article must be published in HEC-approved X, Y, or W category journals. The letter clearly communicated that all three categories were acceptable and did not mention any additional requirement such as PMDC listing for Y-category journals (See sample approval letter). This guidance was considered official and formed the basis on which many candidates planned their research, journal selection, and timelines.

The sudden revision in July 2025 has caused significant confusion among candidates. Many who have already submitted or are in the process of submitting to HEC-Y category journals—without PMDC affiliation—are now uncertain whether their articles will be accepted or if they will need to start over, which could delay their eligibility for exams. A key concern is whether this new rule will be applied retrospectively to articles already published or submitted for publication in Y category journals. Candidates who followed the earlier CPSP communication—issued just months ago—are seeking clarity on whether transitional provisions will be provided or whether CPSP will honor its previous guidance by granting exemptions to those affected.

This constant shifting of policy not only disrupts academic planning but also places an unnecessary burden on already overworked and financially stretched trainees. For a professional body as prestigious as CPSP, it is essential that policies—especially those that impact examination eligibility—be carefully considered, clearly communicated, and consistently implemented. Frequent changes without transitional safeguards erode trust and create an environment of uncertainty.

It is respectfully urged that the authorities clearly define and adhere to a uniform policy, taking into account previously issued letters and notices. If revisions are necessary, they should be applied prospectively with proper cut-off dates and communicated with adequate lead time. Clear FAQs or explanatory documents would go a long way in reducing confusion and preventing unnecessary distress among trainees who are trying to fulfill their academic and professional responsibilities in good faith.
