> Who can apply for FCPS-II through PGMI Peshawar: KP domicile, CNIC address, and quota seats for disabled, minorities, spouses, GB, AJK and foreigners.

The [PGMI Induction Policy Manual (IPM) 2027](https://upmed.net/pgmi-ipm-january-2027-fcps-induction-rules/) is strict about domicile. Before you pay the fee and apply, check that you are eligible.

## Basic eligibility

- **Open merit seats:** only for **KP domicile holders**, including disabled persons and minorities.
- **Non-KP domicile holders** can apply only on the seats reserved for armed forces spouses and civil servant spouses posted in KP, Gilgit Baltistan and AJK quota (with a sponsorship letter from their government), and foreign nationals.
- **First fellowship:** you must have passed **FCPS-I before the closing date**. If you are applying on a CPSP FCPS-I exemption letter, the letter must be issued on or before the closing date.
- **Second fellowship:** upload the CPSP congratulation / election letter or official email. The FCPS-II result must be announced on or before the closing date.
- Processing fee: Rs 6,000, non-refundable, paid online (JazzCash).

## Domicile and CNIC rules

- The **permanent address on your CNIC must be in Khyber Pakhtunkhwa**.
- For a married woman, the permanent address on the **husband’s CNIC** must be in KP.
- A woman who marries a person from outside KP may keep her own KP domicile unless she adopts her husband’s domicile or applies to change it. She must use the same domicile in later admissions.
- Married women must prove marital status with a NADRA document: CNIC or computerized Nikah Nama.

## Reserved quota seats (first fellowship only)

| Quota | Who | Total | MBBS | BDS |
| --- | --- | --- | --- | --- |
| Disabled | KP domicile only | 3 | 2 | 1 |
| Minorities | KP domicile only | 3 | 2 | 1 |
| Armed Forces spouse | Non-KP domicile, spouse posted in KP | 8 | 7 | 1 |
| Civil Servant spouse | Non-KP domicile, spouse posted in KP | 3 | 2 | 1 |
| Gilgit Baltistan | Non-KP domicile | 5 | 4 | 1 |
| Azad Jammu & Kashmir | Non-KP domicile | 5 | 4 | 1 |
| Foreign nationals | Foreign nationals | 3 | 2 | 1 |

There is **no quota in second fellowship**. A quota can be used only once in a session: if a quota seat is left unfilled, quota candidates get no further priority and the remaining seats go on open merit.

### Disabled and minorities quota

- Disabled applicants apply to PGMI with all documents. The **PGMI medical board** decides eligibility, and its decision is final. The quota gives an induction only; you are not guaranteed the slot of your choice.
- Minority applicants must produce a NADRA form.
- Both groups are first placed in open merit. Before slot allocation, PGMI checks the slots in their specialties and upgrades the merit number of eligible quota applicants so that they get a slot. This merit number stays locked for the rest of the induction and for subspecialty induction after Pre-IMM training of the batch.

### Armed forces and civil servant spouse quota

- For the spouse (non-KP domicile) of armed forces personnel or a civil servant posted in KP on duty.
- Documents: posting order of the spouse, a duty certificate not more than **30 days old** from the competent authority, and a NADRA document (CNIC with husband’s name or computerized Nikah Nama).
- Stipend is paid by the Government of KP.

### Gilgit Baltistan and AJK quota

- 5 supervisory slots each (4 MBBS, 1 BDS).
- Stipend is paid by their own governments. If the **sponsorship letter** does not reach PGMI before the final merit list, the name is removed.
- A separate merit list is made for non-KP quotas. The top candidates (as many as the quota seats) are then placed in the general merit list by aggregate for hospital, unit and specialty allocation.

### Foreign nationals

- Must have passed FCPS-I and completed Step-I for NOCs: from their embassy in Pakistan, from HEC, and NOC / study visa from the Interior Ministry, through PGMI.
- Apply through their government to HEC Islamabad, sit the PGMI entrance test and compete on merit.
- If selected, pay **USD 600 per year** in addition to the processing fee. Step-I can be completed until the preferences portal opens.
